Strategic plan 2024-27

The Board's strategic plan for 2024-27 was developed after consultations with veterinarians, pet owners, paraprofessionals, and members of the Victorian community into the provision of quality veterinary care across Victoria (Report: 2023 Veterinary Board Forums and Survey). A companion document to this plan is our Compliance and Enforcement Policy 2024-27, a risk-based approach to ensuring registered veterinary practitioners comply with legal requirements and other obligations. 

In December 2025, the Board revised the strategic plan to reflect progress to date, emerging organisational priorities, stakeholder input and current operating conditions. The aim is to make the most impact though optimising our resources, including using AI responsibly. Our revised priorities are to update and modernise our guidelines and website, pursue law reform, and improve responsiveness to and collaboration with stakeholders. Revised performance measures focus on measuring success and data relevant to the strategy.

Our strategic plan on a page

First section contains 3 boxes detailing our Vision Purpose and Values - Vision is the sustained provision of quality veterinary care across Victoria; Purpose is to protect the public and the health and welfare of animals; Values are integrity, respect, impartiality, leadership and responsiveness. Second section contains 4 boxes detailing our priorities: A. Enabling professional practice B. Efficient and effective regulation C. Engaged stakeholders D. Organisational sustainability The next section contains detailed activities we plan under these headings. Third section is a box containing 6 goals: - Trusted and respected regulator - Enhanced regulatory expertise and capability - Timely and effective risk reduction - Confident and competent veterinary practice - Sustainable fit-for-purpose finances - Thriving veterinary profession and professionals.
